1.Labour\u2019s scheme to trade work permits
\nfor new apprenticeships faces practical difficulties. Work permits are nowadays
\nissued for higher level positions so apprentices would not be immediate
\nreplacements. There would be no impact on low skilled migration which seems to
\nhave been the context for this announcement.<\/p>\n

Introduction<\/strong><\/p>\n

2. On the Andrew Marr show on 22
\nSeptember Ed Miliband outlined some plans for Labour\u2019s immigration policy. He
\nsaid that within a year [of forming a government] he would legislate for an
\nimmigration Bill which gave \u201csecure control of our borders\u201d and would focus on
\ncutting down on abuse and on the requirement for companies who recruit from
\noutside the EU to create an apprenticeship place for every non-EU worker they
\nhired.  Ed Miliband stated that he wanted to reduce low skilled
\nimmigration and as a result reduce overall immigration.  <\/p>\n

Apprenticeships<\/strong><\/p>\n

3. Apprenticeship numbers reached a low
\nof around 50,000 in 1990. Since then successive governments have been
\nrebuilding the programme. Anyone aged 16 or over and not in full-time education
\ncan apply for an apprenticeship. They combine recognised training with a paid
\njob and cover a large number of roles in a wide range of industries, from
\nengineering to financial advice, veterinary services and nursing to accountancy[1]<\/a>.<\/p>\n

4. There are now around 250,000 people
\nunder 25 starting apprenticeships each year and another 180,000 over 25s (the
\ngovernment expanded the apprenticeship scheme to all ages in 2009). <\/p>\n

Labour\u2019s Proposal to link non-EU
\nimmigration to apprenticeship places<\/strong><\/p>\n

5. Ed Miliband indicated that companies
\nwill be able to recruit non-EU workers (within a cap) but for each worker they
\nrecruit they will have to create an apprenticeship place, so as to reduce their
\nrequirement for non-EU workers in the future.<\/p>\n

6. The shadow immigration minister has
\nsince suggested that this will lead to an additional 100,000 apprenticeships
\nbeing created[2]<\/a>. 
\nIt is difficult to see how this figure is arrived at.  Employers recruit
\nnon-EU workers directly through Tier 2 (General) of the Points Based System
\nwhich allows employers to recruit new staff for graduate level occupations. It
\nis limited to 20,700 work permits a year although in 2012 only 9,420 were taken
\nup.  Tier 2 (Intra-company transfers) allows employers to relocate
\nexisting employees to the UK. In 2012 there were 30,000 ICT visas issued. The
\nshadow minster had stated these will be included[3]<\/a> but
\nhas now said he will consult on the matter. [4]<\/span>  Given that some Indian computer companies
\nbring in several thousand ICT workers each year this will have a big impact on
\nthe IT sector, although one that may be welcomed by many UK IT workers. (It is
\nnot clear, however, whether ICTs would be also included the proposed \u2018cap\u2019 on
\nnon-EU workers).   The total must therefore embrace several years
\nworth of new apprenticeships.<\/p>\n

7. There is also the base line
\nissue.  Many companies that employ migrant workers already offer
\napprenticeships.  As their present plans are unknown, it will be difficult
\nto identify new apprenticeship places.   As a result, implementation
\nis likely to be complex and bureaucratic.<\/p>\n

8. The logic for the policy idea
\nappears to be that, in return for companies being able to recruit the non-EU
\nworkers they currently need, they will undertake to use the apprenticeship
\nscheme to reduce their reliance on them in the future \u2013 \u201cto train up the next
\ngeneration\u201d.  However, it not clear how much overlap there is between the
\nroles that apprentices will go on to take and the type of non-EU worker that
\ncompanies recruit.  Since the Occupation levels for non-EU workers were
\nraised in 2011 (with the effect that care workers and curry chefs were
\nexcluded) non-EU work permits have been restricted to work skilled to a
\n\u2018graduate\u2019 level (NQF level 6).    This scheme, therefore, may
\nnot in fact train up replacements.   Nor is it relevant to reducing
\nthe need for \u2018low-skilled\u2019 immigration.<\/p>\n

\u2018Low-skilled Immigration\u2019<\/strong><\/p>\n

9. The ideas outlined to reduce \u2018abuse\u2019
\nsuch as enforcing the minimum wage and tackling recruitment agencies that only
\nadvertise in other EU countries are useful steps but it is not clear that they
\nwill have much impact on the scale of immigration.<\/p>\n
